General Description : The Canadian International Philatelic Exhibition, CAPEX 78, will be held at the Canadian National Exhibition Grounds in Toronto from June 9 to 18, 1978. This is the nation's second international stamp exhibition, the first having been held in 1951. CAPEX 78 will commemorate the centennial of Canada's entry into the Universal Postal Union. Sponsored by the Royal Philatelic Society of Canada, under the patronage of the Fédération Internationale de Philatélie and under the auspices of the Federacion Interamericana de Filatelia, the show will be the largest and most important in Canadian postal history. To herald this important congress of philatelists and collectors, the Post Office has chosen to issue a stamp-on-stamp design featuring a pair of one of Canada's classic stamps: the12-penny Queen Victoria of 1851. The Queen Victoria classics, from fine examples now owned by the National Postal Museum, Ottawa, have been engraved by Robert Couture. The intaglio is printed in the original colour (black) over a light background.
